Children could be seen having police escorts bringing them to and from school. Of the shooting, Veda Rasheed said, "The continued violence in our community is unacceptable, especially when it affects our children. As someone who has been personally and directly impacted by gun violence, I know how insurmountable the suffering can feel&nbsp;when confronted with these senseless acts. I&nbsp;am keeping those affected in my prayers and hope for the swift recovery of all those harmed. "Enhanced public&nbsp;safety continues to be a top priority of our campaign. As a native Washingtonian and mother of two living East of the River, my personal experience bears it out as well.I would have never imagined I would have to tell my two young sons that their 15-year-old half-brother had been gunned down and shot over 16 times. As a mother, nothing can take away memories of the screams and cries of pain from the children that night.I am not alone in my experience. Crime <a target="_blank" rel="noopener noreferrer nofollow" href="https://crimecards.dc.gov/all:crimes/all:weapons/1:year%20to%20date/in:Ward:7">is up significantly</a> in both East of the River wards this year over last year. Citywide, crime is up 30% <a target="_blank" rel="noopener noreferrer nofollow" href="https://mpdc.dc.gov/page/district-crime-data-glance">overall</a>, violent crime is up 39%, homicides are up 26% and property crimes are up 28%. There is now a citywide public conversation about crime, how to prevent it and the role of police.Police Are Only Part of the Solution Our communities in Wards 7 and 8 have long faced these challenges and the complicated role that the police play. A badge and a gun has not always meant safety for the Black and Brown residents of our neighborhoods. At the same time, we want to be safe and have the chance to thrive, just as in other parts of DC. We need police, but we need policing that is responsive to community needs, does not criminalize Black and Brown life and respects our rights.As important as they are, the police are just one response in what needs to be a constellation of efforts to turn back the tide of crime. To address the root causes of violence we need other resources.To address the generational poverty at the heart of so many of our challenges, we need sustained investment in neighborhood economies and public schools. That means connecting more residents with stable, well-paying jobs and at the same time offering their children meaningful pathways into the same through a high-quality education.Our schools present an opportunity to reach students with key resources, supporting their growth as individuals, members of the community and contributors to societal wellbeing. That requires financial investments in schools but also the wraparound services that enable children and their families to thrive.To be sure, the pandemic has inflicted an enduring toll on the mental health of our residents. Substance-abuse disorder, loneliness, hopelessness, depression and desperation are all trending realities for our families, our friends and our neighbors.Police cannot and should not be our primary way of dealing with incidents driven by these challenges on our streets or in our schools. They cannot be expected to be therapist, substance abuse counselor or crisis interventionist.Non-Police ApproachesWe need more evidence-based approaches that do not involve the police or do not primarily depend on the police. These can include community-based violence prevention programs that build <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.hhs.gov/sites/default/files/surgeon-general-social-connection-advisory.pdf">community connection</a>, such as the DC Office of the Attorney General’s Cure the Streets effort, which I supported as a community engagement staffer, and Mayor Bowser’s violence interrupters. We should be using the data from these programs to improve them and to find methods that better address the causes of crime.Our approach should also include expanding access to mental health services and establishing more robust crisis intervention programs. Substance abuse and challenges with unmet mental health needs are often linked with criminal behavior.Research shows that effective substance-abuse treatment and more robust and accessible <a target="_blank" rel="noopener noreferrer nofollow" href="https://siepr.stanford.edu/publications/policy-brief/how-better-access-mental-health-care-can-reduce-crime">mental healthcare</a> can reduce involvement with the criminal justice system. Responding to a person in crisis with a badge and a gun may actually worsen and not calm the crisis. Because of our community’s complicated history with the police, we should explore how to connect people with mental-health care and expertise in real time, in their moment of acute need.Crime is up and so are our shared anxieties. We won’t police our way out of the problem, but we can’t ignore the role of the police in helping us respond. Opinion: Crime Threatens Our Neighborhoods

Ward 7 stands at the cusp of dynamic transformation. However, to ensure that the winds of change bring prosperity to all, we must redefine our approach to economic development. This strategy is not about the grandeur of skyscrapers and shopping malls but about making sure all residents of Ward 7 have quick and reliable access to necessities like grocery stores. We must create a foundation where every individual – especially women, people of color, and historically marginalized communities – can become architects of their own American Dream right here in Ward 7.VEDA’S PLAN1. Promoting Livable Wages: Every job in Ward 7 should not only pay the bills but also lay the foundation for a prosperous future:<ul><li>Minimum Wage Policy: Advocate for a minimum wage that reflects the true cost of living, ensuring that no family lives paycheck to paycheck.</li><li>Employer Incentives: Offer tax breaks and incentives for businesses that commit to paying their employees a livable wage.</li></ul>2. Building the American Dream in Ward 7: To ensure that residents can build their future in Ward 7, we must:<ul><li>Affordable Housing: Ensure that developments reserve a significant portion of units for affordable housing. This allows residents to stay in their community while benefiting from its growth.</li><li>Homeownership Programs: Offer programs that educate residents about homeownership and provide accessible loan options, making the dream of owning a home a reality.</li></ul>3. Generational Wealth Creation East of the River: Wealth isn't just about immediate affluence; it's about ensuring prosperity for future generations:<ul><li>Financial Literacy Programs: Initiate community programs that teach residents about savings, investments, and wealth management.</li><li>Support for Local Businesses: Encourage residents to support local businesses. A thriving local economy results in job creation and wealth retention within the community.</li><li>Legacy Programs: Workshops and resources that help residents understand and manage assets, ensuring they can pass down generational wealth.</li></ul>4. Infrastructure &amp; Connectivity: For people and businesses to thrive in the digital age, they need a solid foundation:<ul><li>Public Transportation: Improve transportation links to make Ward 7 easily accessible, encouraging both business growth and employment.</li><li>Digital Infrastructure: High-speed internet is essential. Invest in fast, reliable connectivity and cell signals in all four corners of Ward 7.</li></ul>5. Tailored Training &amp; Skill Development: Not all jobs require a college degree, but all jobs require a skill:<ul><li>Trade Schools &amp; Workshops: Collaborate with businesses to understand the skills they need, then offer training programs tailored to those needs.</li><li>Community College Partnerships: Work with local community colleges to ensure courses align with the job market, making graduates instantly employable.</li></ul>6. Encouraging Entrepreneurship for All: Entrepreneurship has historically been the engine of economic growth. However, the challenges are disproportionate for women, people of color, and marginalized communities:<ul><li>Dedicated Entrepreneurship Programs: Launch initiatives targeting women, people of color, and other overlooked communities. These programs should provide skill training, mentorship, and access to resources.</li><li>Accessible Funding: Collaborate with local banks to create accessible loan programs for budding entrepreneurs, ensuring that capital isn't an obstacle.</li><li>Business Incubators and Hubs: Develop spaces where entrepreneurs can collaborate, access resources, and receive mentoring.</li></ul>

To ensure that the winds of change in Ward 7 bring prosperity to all, we must redefine our approach to economic development. Equitable Economic Development

Public safety is paramount to ensuring the vitality and vibrancy of any community. East of the River, an area with its unique challenges and vast potential, requires tailored solutions that address not just the symptoms but the root causes of crime. I reject the tired and outdated debate about who is 'soft' and who is 'tough' on crime. With the increase in violent crime across our city, we must meet these challenges head-on to be smart on crime. This means recognizing that public safety is not just about policing, but about creating an environment where every resident feels secure, supported, and hopeful about their future. VEDA’S PLAN1. A Smart Approach to Policing: Community policing that builds relationships between officers and residents can foster trust and make neighborhoods safer:<ul><li>Community Integration: Officers should be encouraged to be active community members, attending neighborhood events, and even living in the communities they serve.</li><li>Training: Prioritize de-escalation training and cultural competency for all officers to ensure interactions with residents are constructive and respectful.</li><li>Accountability: Expand the existing Police Review Board to properly represent DC residents from all eight wards and ensure there is a transparent and swift process for handling police/officer misconduct. Establishing trust means holding everyone accountable for their actions.&nbsp;</li></ul>2. Understanding the Root Causes of Crime: At the heart of any successful public safety strategy is an acknowledgment that crime often arises from socio-economic challenges:<ul><li>Poverty &amp; Unemployment: A direct link exists between crime rates and socio-economic factors like unemployment. To truly address crime, we need to invest more directly in job creation and economic opportunities in communities east of the river communities and ensure that our community has access to those programs that already exist.</li><li>Education: Access to quality education can reduce the allure of criminal activities for young people. Improving our schools, offering more after-school programs, and ensuring all children have access to positive mentors can change trajectories.&nbsp;</li><li>Mental Health &amp; Substance Abuse: Communities east of the river often have more trouble finding quality, accessible healthcare, and a significant number of criminal activities are linked to untreated mental health issues or substance abuse. Increased comprehensive mental health services and substance abuse treatment centers can lead to marked reductions in crime rates.&nbsp;</li></ul>3. Youth Engagement &amp; Intervention Programs: Before our youth see crime as an option, we must reach them with alternatives:<ul><li>Youth Centers: Investing in community centers that offer programs in arts, sports, and academics can provide our young people with alternatives to the streets.</li><li>Mentorship Programs: Pairing young people with mentors who can guide them, offer advice, and be a supportive presence can make a profound difference in their lives.</li></ul>4. Economic Investments East of the River: Promote job creation and training programs:<ul><li>Local Business Incentives: Offer tax breaks and incentives for businesses that open in areas with high unemployment and hire local residents.</li><li>Skill Training Centers: Establish centers where residents can learn trades, digital skills, and other professions that are in demand.</li></ul>5. Housing Stability &amp; Homelessness Intervention: People with stable housing are less likely to engage in criminal activities:<ul><li>Affordable Housing: Ensure there are ample affordable housing options available for all residents by ensuring necessary updates and amendments are made to existing programs..</li><li>Homelessness Intervention: Invest in programs that help the unhoused find stable housing and provide them with the necessary support, be it job training or health services.</li></ul>6. Restorative Justice Programs: Rehabilitation over retribution can lead to genuine change:<ul><li>Restorative Incarceration: For those incarcerated , there must be a focus on rehabilitation. Supporting and expanding education programs, healthcare, and more can support formerly-incarcerated individuals become productive members of society after their release from prison.</li><li>Mediation Programs: Instead of jail time for non-violent offenses, utilize mediation programs where victims and offenders come together for dialogue and resolution.</li><li>Community Service: Encourage offenders to give back to their communities as a form of restitution.</li></ul>East of the River, like all of D.C., deserves an environment full of promise and free from fear. By being smart on crime, focusing on root causes, and promoting community-centered solutions, we can build a brighter, safer future for all residents.Together, let's reshape our narrative on crime and public safety. Let's prioritize understanding over judgment, prevention over punishment, and community growth over division.

Dedicated Constituent Service Teams<ul><li>Specialized Teams: Establish teams in collaboration with Ward 7 ANCs and community leaders, each focused on distinct areas like housing, public safety, education, etc., to swiftly address specific concerns.</li><li>Regular Training: Continuous training for team members to stay updated on policies, resources, and problem-solving approaches.&nbsp;</li></ul>2. Accessibility and Outreach<ul><li>Open Door Policy: Maintain specific hours weekly where constituents can directly meet with me without prior appointments, ensuring accessibility.</li><li>Regular Ward Walks: Monthly engagements where I and my team will walk through different parts of Ward 7, interacting directly with constituents and understanding on-ground issues.</li></ul>3. Technological Integration<ul><li>Online Portal: Expand 311’s online portal to ensure that residents can log concerns, track the progress of their requests, and access resources.&nbsp;</li><li>Mobile App: An easy-to-use mobile application mirroring the portal’s functionalities, ensuring that accessing help is just a tap away.</li></ul>4. Regular Feedback Mechanisms<ul><li>Constituent Surveys: Periodic electronic and paper surveys to gauge satisfaction levels, areas of improvement, and emerging concerns.</li><li>Feedback Forums: Quarterly community gatherings where constituents can openly discuss the efficacy of services received, and suggest improvements.</li></ul>5. Timely Response Protocols<ul><li>SLAs (Service Level Agreements): Set clear timeframes within which concerns must be addressed, ensuring efficiency and accountability.</li><li>Progress Notifications: As concerns move through resolution phases, automatic updates to the constituent, keeping them informed.</li><li>Enhanced Emergency Response: People in Ward 7 have to wait far too long for police responses. I will work with the DCPD, the DC Fire Department and EMS, and their local precincts to ensure our residents have fast and reliable emergency responses.</li></ul>6. Collaboration with Local Organizations<ul><li>Partnerships: Collaborate with community organizations, non-profits, and local businesses to enhance the reach and efficacy of services.</li><li>Resource Pooling: Join forces with local entities to create a shared resource bank, ensuring that constituents always have avenues for support.</li></ul>7. Educational Initiatives<ul><li>Know Your Rights Workshops: Regular community workshops detailing residents' rights, available city services, and the impact of new legislation on Ward 7 residents.</li><li>Resource Fairs: Bi-annual events showcasing all available resources and services, from housing assistance to entrepreneurial grants.</li></ul>8. Safe, Clean, and Healthy Environments<ul><li>Clean Streets: Our streets and entryways into the Ward say a lot about the residents who live here.&nbsp; Unfortunately, they do not currently reflect the pride, the joy, or the love in our Ward.&nbsp; My office would host and support regular neighborhood cleanups to encourage community efforts to keep our streets and public areas clean of trash and debris.&nbsp;</li><li>Safe Streets: It can be hard to move around safely when streets, sidewalks, and traffic lights are in disrepair. My office will ensure that our ward has all the funding we need to keep our thoroughfares and walkways safe and accessible for everyone who traverses them.</li></ul>A representative's efficacy is not just measured by the policies they create but by the tangible difference they make in the daily lives of their constituents. The people of Ward 7 deserve a councilwoman who is not just present in legislative chambers but is a visible, accessible, and responsive force in the community. This renewed focus on constituent services is not just a pledge; it is a testament to the kind of leadership the people of Ward 7 can expect from my office.
