Affordable Housing

Washington D.C., should be a beacon of opportunity and security for all its residents. Yet, soaring housing prices and a widening affordability gap challenge this ideal, particularly for residents East of the River. Addressing housing affordability isn't just about economics; it's about preserving the fabric and diversity of our communities. Too few people in Ward 7, especially younger people, can own a home and too many are being pushed out of generational homes due to rising costs. I worry that my sons will not be able to pursue homeownership due to consistently inflating costs. By prioritizing affordable housing in DC and Ward 7, we can ensure that our children can afford to rent and own high-quality homes in the District.

VEDA’S PLAN

1. Rent Stabilization and Tenant Protections

  • Rent Stabilization: Enforce rent stabilization policies that protect tenants from egregious rent hikes, ensuring rent remains accessible for all.

  • Tenant Rights: Work with the DC Department of Housing and Community Development (DHCD) and the Rent Administrator (RAD) to strengthen protections against unfair evictions and ensure that tenants are well-informed of their rights.

2. Addressing Property Taxes 

  • Progressive Taxation: Work with the Council to implement an updated sliding scale that is fair and does not unduly burden low-income or long-term residents.

  • Tax Breaks for Long-term Residents: Offer property tax reductions for residents who have lived East of the River for an extended period, ensuring they aren't priced out of their homes due to rising valuations.

3. Housing Voucher Program Enhancements

  • Increased Funding: Allocate additional funds to housing voucher programs, ensuring more families can benefit and that the programs continue.

  • Partnerships with Landlords: Collaborate with landlords to accept housing vouchers, increasing the range of housing options available to beneficiaries.

4. Expansion of Affordable Housing Units

  • New Developments: Incentivize private developers to allocate a portion of their new projects for affordable housing through tax breaks or zoning benefits.

  • Rehabilitation Programs: Offer grants or tax reductions to property owners who commit to renovating and maintaining older buildings as affordable rental units.

5. Down Payment Assistance and Homeownership Programs

  • Financial Assistance: Expand down payment assistance programs tailored for residents East of the River, facilitating homeownership.

  • Financial Literacy Workshops: Organize community workshops educating potential homeowners on budgeting, mortgages, and other essential financial topics.

6. Innovative Housing Solutions

  • Tiny Homes & Modular Housing: Expand the introduction of tiny homes or modular housing communities East of the River, offering affordable and sustainable housing alternatives.

  • Cooperative Housing: Promote and provide grants for cooperative housing models, where residents share ownership and responsibilities, fostering community while maintaining affordability.

7. Community Land Trusts (CLTs)

  • Establishment: Support the formation of CLTs that would acquire, hold, and lease land for housing purposes, ensuring long-term affordability.

  • Collaborative Model: Engage local residents in CLT governance, ensuring community needs are central in decision-making.

Housing isn't just a structure; it's a foundation for security, community, and prosperity. The vision for D.C., especially areas East of the River, is one where every resident can afford a comfortable home, free from the anxieties of displacement or untenable costs. Through concerted effort, collaboration, and innovative solutions, we can ensure that the dream of affordable housing becomes a reality for all.
